Measurement Canada Standards for Submeters

In Canada, meters used for billing purposes must meet standards set by Measurement Canada, a branch of Innovation, Science and Economic Development Canada. This applies to electricity submeters in Ontario buildings.

Measurement Canada's requirements cover several areas. Meter type approval ensures that the meter model has been tested and approved for use in Canada. Verification ensures that each individual meter meets accuracy requirements before it is put into service. Installation standards (including specification S-E-04 for multi-customer metering systems) set requirements for how meters are installed.

For building owners and property managers, the practical implication is straightforward: your submetering provider should be using meters that meet all applicable Measurement Canada requirements. This is not optional. Meters used for billing that do not meet these standards may produce inaccurate bills, which creates liability and compliance risk.

Accuracy matters for trust. If residents believe their meters are inaccurate, billing disputes increase and trust erodes. Using verified, compliant meters is the foundation of a credible submetering program.

Your USMP should be able to tell you the make and model of meters used, confirm that the meters have Measurement Canada type approval, explain the verification and maintenance schedule, and describe how failed or suspect meters are handled.

Meter technology continues to advance. Modern billing-grade meters are highly accurate, reliable, and capable of remote reading. The combination of accurate measurement and transparent billing is what makes submetering credible and sustainable.
