OEB Regulations: What Property Managers Need to Know

Submetering in Ontario is regulated. The Ontario Energy Board (OEB) licenses Unit Sub-Meter Providers (USMPs) and sets minimum customer service and business practice standards through the Unit Sub-Metering Code (USM Code). The current USM Code was last revised on August 18, 2025.

The three things the OEB cares about in practice: licensed providers, accurate and compliant measurement, and customer protection. With a few key exceptions, USMP customer service rules are generally similar to those of electricity utilities.

Property managers should verify licensing and standing, billing rules and bill transparency, payment and deposit processes, dispute handling procedures, and communication and enrollment plans before signing with a provider.

The USM Code sets expectations for how bills are issued and what information they contain. Clear bills reduce disputes, and disputes are the fastest way to lose resident trust.

USMP rules cover payment options and bill issuance standards, security deposits (when they can be required), arrears payment agreements, and disconnection process requirements.

The OEB notes that recent amendments to the USM Code came into force on August 18, 2025, as part of its review of the consumer protection framework for customers of USMPs.

When you evaluate submetering providers, do not only compare pricing or hardware. Evaluate governance: licensing, metering accuracy compliance, customer protection processes, dispute management, and communication plan.
