Bill assistance programs are particularly relevant for seniors on fixed incomes. The Ontario Electricity Support Program (OESP) provides monthly on-bill credits for eligible low-income households. Credits may range from $35 to $113 per month depending on income and household size. Property managers should proactively share OESP information and assist residents in accessing the application process.

The LEAP (Low-income Energy Assistance Program) provides emergency assistance for residents who are behind on bills. Having LEAP information readily available ensures residents know where to turn if they experience financial difficulty.

From an operational perspective, senior living communities benefit from submetering in the same ways as other buildings: fair billing, conservation incentives, and reduced operating expenses. The key difference is the emphasis on customer service quality and resident support.

Property managers should plan the rollout carefully, with extra time for communication, one-on-one assistance for residents who need it, and clear escalation paths for billing questions. A well-executed rollout builds trust and acceptance.
